1、Purpose

This document describes the procedure for preparation, submittal, evaluation, and certification of

products as defined in the scope for Hong-Kong S-Mark Approval.

2、 Scope

TüV Rheinland Hong Kong S-Mark certificates state compliance with Electrical Products (Safety) Regulation (EPSR). TüV Rheinland Hong Kong S-Mark certificates can be issued for the following product categories:

- Household Appliances complying with safety standards of series IEC 60335.

- Luminaries complying with safety standards of series IEC 60598.

- Audio, video appliances complying with safety standard IEC 60065.

- Information technology equipments complying with safety standard IEC 60950.

- Electrical equipment for measurement, control and laboratory use complying with safety standards of

series IEC 61010.

- Electrical components which are used in the above listed equipments and appliances, which are

safety relevant and for which an independent safety standard is existing.

All electrical products designed for household use and supplied in Hong Kong are covered by the Electrical Products (Safety) Regulation. (EPSR).

The following products are excluded from the regulations:

1. Products for transit through Hong Kong ,

2. Manufactured in Hong Kong for export,

3. Supplied for reconditioning,

4. Supplied as scrap,

5. Travel adapter,

1.The EPSR distinguishes between .Prescribed Products. and .Non-Prescribed Products ..

“Prescribed Products” include:

1.Plugs,

2.Adaptors,

3.Lampholders,

4.Flexible cords,

5.Extension units and

6.Unvented thermal storage type electric water heaters.

Household electrical products other than these 6 types of prescribed products are “Non-Prescribed

Products” .

HKAS (Hong Kong Accreditation Service) is an organization, which is able to accredit certification bodies, laboratories and manufacturers. It has entered into a mutual recognition agreement with different accreditation bodies (A2LA, UKAS, SINGLAS etc.). A HKAS endorsed test certificate is accepted as the Certificate of Safety Compliance.

- A manufacturer accredited by HKAS is called a .recognized manufacturer.

- A testing or certification body accredited by HKAS is called a recognized testing or certification body.

To comply with Hong Kong EPSR, the manufacturer or importer has to obtain test certification for Prescribed Products and Non-Prescribed as:

Certificate of safety compliance for a Non-Prescribed Product. which can be:

a) Self declaration of conformity issued by the product manufacturer

b) A declaration of conformity issued by a .recognized manufacturer.

c) A certificate or test report issued by a .recognized certification body.

Certificate of safety compliance for a Prescribed product is only accepted by a recognized

manufacturer or recognized certification body as stated in b) or c).

There are currently no EMC requirements for Hong Kong .

3、 Type of Approval

The S-mark certificate (Certificate of Safety Compliance with the right to label the products with TüV Rheinland's safety mark) basically states compliance to the EPSR, made under the Electricity ordinance Cap. 406. The EPSR requires a certificate of safety compliance, which provides statutory control over the safety of all household electrical products, supplied in Hong Kong with the objective to enhance public safety in the use of this products. It became effective in May 1998 and will apply to all electrical products designed for household use and supplied in Hong Kong (including those imported and manufactured locally). Under this regulation, all household electrical products will have to comply with the “essential safety requirements” to protect users from hazards arising from the electrical products and hazards which may be caused by external influences on the electrical products. Hong Kong S-Mark certification is based on a type 5 certification system including a type approval of the product by an ISO/IEC 17025 accredited laboratory, frequent surveillance of the manufacturers testing facilities and inspection of product samples from the market or the factory.

4、Why do you need this mark

The EPSR stipulates that a “certificate of safety compliance” (the Hong Kong S-Mark certificate is a certificate of compliance) will have to be issued in respect of an electrical product designed for household use before it can be supplied in the market.

5、Technical country information

Rated voltage in Hong-Kong is AC 220V/50HZ.

6、Standards . Accreditation

For Hong Kong S-Mark certification the product has to be tested against the applicable IEC/EN standard.

For Prescribed products particular requirements apply:

Relevant standards for Plugs (Section C1.1.1 of Electrical Products (Safety) Regulation)

Relevant standards for Flexible Cords (Section C1.1.4 of Electrical Products (Safety) Regulation)

7、Additional Approval

8、Lead-time*

The lead-time will be 2 weeks after all documents are provided. In case there is testing required, the

lead-time may be longer.

9、Certification Procedure

Product Evaluation

The product has to be evaluated against the applicable standard.

Sending of documentation

All documentation as defined shall be emailed or mailed as hardcopy to the project handler at TUV

Hong-Kong office

Certification

The safety certificate is handled first within the defined lead-time.

10 Documentation required to begin

The following documents are required for Hong Kong S-Mark certification:

- Subcontract

- Application form from the client

- Copy of Factory Inspection report in CIG023 format or TüV Rheinland format

- TüV Rheinland IEC/GS report or CB test report (CB certificates not older than 3 years)

- Rating label (if not in the test report ),

- Copy of GS / CB certificate,

- CDF

- Electric circuit diagram, constructional drawing,

- PCB layout,

- A “Bill of Material” (BOM),

- Certificates of all safety relevant components,
- User's manual in English or Chinese language,

- Photo-documentation (if not in the test report ),

No test sample is required if complete CB/IEC test report is provided.

Requirements for correct labeling are as follows:

13、Factory Inspection

Annual factory inspection is required for Hong Kong S-Mark. Factory inspection shall be carried out by

TüV Rheinland Hong Kong Ltd.

(Exception can be made if mutual agreement between local subsidiary and other certification body exists for the recognition of factory inspection reports.)

Hong Kong S-Mark certification is often based on existing CB test reports and manufacturers are not

always listed with TüV Rheinland. Therefore the factory inspection procedure can take much longer than the certification process for Hong Kong S-Mark itself. Therefore the following procedure applies:

To issue a Hong Kong S-Mark certificate a CIG023 factory inspection report from foreign certification

body accredited by an IAF MLA ( I nternational A ccreditation F orum M ulti l ateral Recognition A rrangement) or who is TüV Rheinland Hong Kong assessed and recognized will be accepted. The CIG023 report shall not be older than 9 month.
