In Europe, Directive 2002/95/EC (EU RoHS), set by the Council of the European Parliament on 27 January 2003, was introduced to restrict the use of certain hazardous substances in electrical and electronic equipment.

In China, the “Measures for the Administration on Pollution Control of Electronic Information Products” (China RoHS) was promulgated by the Ministry of Information Industry on 28 February 2006, and will come into force on 1 March 2007.

Testing Methods for Hazardous Sub-stances in EIPs

Both EU RoHS and China RoHS aim to restrict the use of hazardous substances in electrical and electronic equipment, contribute to the protection of human health and environmentally sound recovery, and control the disposal of waste electrical and electronic equipment.

Comparing with EU RoHS, China RoHS has the following differences:

1. Controlling Principle: In contrast to the EU, China provides no exemptions in its RoHS regulations.

2. Method of Control: China RoHS has its own labelling and marking requirement.

If the product meets the requirements of SJ/T 11364, the above pollution control mark shall be affixed on the product with the suggested colour in green.

If the product exceeds the set limits in SJ/T 11364, the pollution control mark with a number (environment-friendly use period) shall be affixed with suggested colour in orange.

3. Applicable scope

In general, China RoHS and EU RoHS provisions are similar, but there are some specific differences.

China RoHS has classified the EIP materials into 3 categories & its corresponding requirements in hazardous substances are

EIP-A

Each homogeneous material composing EIP

The contents of led, mercury, hexavalent chromium, polybrominated biphenyl, polybrominated diphenyl ether (exclusive of decabromodiphenyl ether) in this category shall not exceed 0.1% and the content of cadmium shall not exceed 0.01%.

EIP-B

Metallic coating of each part in EIP

The hazardous substances including lead, mercury, cadmium, hexavalent chromium in this category shall not be added intentionally.

EIP-C

Small components or materials that cannot be further disassembled under existing conditions in EIP. They generally refer to the products of equal to or less than 4mm3 in size.

The contents of lead, mercury, hexavalent chromium, polybrominated biphenyl, polybrominated diphenyl ether (not including decabromodiphenyl ethers) in this category shall not exceed 0.1% and the contents of cadmium shall not exceed 0.01%.

China RoHS Implementation Schedule

China RoHS is implemented in 2-phase:

Phase 1

From 01/03/2007: If the product is placed on the market, it should have a suitable disclosure of label/marking on the product and/or in the manual, with the following information included:

- Name and concentration of the hazardous substances / elements;

- Location of the hazardous substances in the product;

- Environment-friendly use period;

- Indication of the possibility of recycling

- Identification for packaging material

Phase 2

The Ministry of Information Industry of China will publish a key administrative catalogue of all controlling products.

Effective Date: Not yet defined

Requirement: The listed products should comply with the MCV (maximum concentration value) and implement the China Compulsory Product Certification before putting into the market.
